Die Bundesrepublik ist faktisch längst eine Einwanderungsgesellschaft – über 15 Millionen Menschen haben in Deutschland einen Migrationshintergrund. Aber weder hat sich diese Tatsache im öffentlichen Bewußtsein durchgesetzt, noch werden unsere Institutionen diesem Wandel gerecht. Das gilt – trotz erfreulicher Ausnahmen - für das Bildungssystem wie für Politik, Medien und Unternehmen. Zwar wurden in den Jahren der rot-grünen Koalition mit dem neuen Staatsbürgerschafts-recht und dem Zuwanderungsgesetz Meilensteine für einen Kurswechsel gesetzt, aber von einem auf Offenheit, Fairness und Respekt gegründeten Zusammenleben sind wir noch weit entfernt. Im Hinblick auf eine humanitäre Flüchtlingspolitik sind sogar eher Rückschritte zu verzeichnen. Die Hürden für Asylsuchende sind immer höher gesetzt worden, und gleichzeitig werden Tausende von Flüchtlingsfamilien ausgewiesen, obwohl sie seit Jahren hier leben.

Eine positive Einstellung gegenüber kultureller Vielfalt und eine verbindliche Haltung gegenüber den Grundwerten und Regeln der Demokratie sind für uns kein Gegensatz. Sie bilden gemeinsam das Fundament einer multikulturellen Republik. Diesem Leitbild ist die Heinrich Böll Stiftung verpflichtet. Das gilt für unsere politische Bildungsarbeit im In- und Ausland wie für unsere Organisationskultur. Es geht um Chancengleichheit und um die politische, ökonomische und soziale Teilhabe aller Mitglieder der Gesellschaft. Wie gut das gelingt, ist mitentscheidend für die Zukunftsfähigkeit der Bundesrepublik.

Wir wollen nicht nur kritisieren, was zu kritisieren ist, sondern Beispiele für eine gelungene Praxis vorstellen. Selbstverständlich kommen Migrantinnen und Migranten selbst zu Wort. Unsere website soll Hintergrundwissen vermitteln und Forum für einen konstruktiven Austausch sein. Wir möchten alle auf diesem Gebiet engagierten Menschen einladen, an unserem Projekt mitzuwirken und diese Plattform aktiv mitzugestalten.
 

Regardless of its official definition to the contrary, the Federal Republic of Germany has been an immigration society for many years. Over 15 million residents of Germany have a migrant background. With the exception of some admirable initiatives in fields of education, politics, media and the private sector, this fact has had little effect on Germany’s civic consciousness, nor has it been reflected in the structure of German institutions. The socialdemocratic-green governing coalition from 1998 to 2001 set important legislative milestones in changing German policy, such as the citizenship reform and the immigration act. But the country is still far from enjoying a culture of openness, fairness of opportunity, and respect. Refugee policy has become more restrictive than ever before and hurdles for asylum seekers are virtually insurmountable. Refugee families residing in Germany for years are being uprooted and deported.

The foundation’s projects seek to promote political, economical and social participation by all members of society in order for the Federal Republic of Germany to reach it’s future potential.

Our objective is not only to criticize, but to offer best-practice examples. Our website is also a platform for migrant voices. We provide background information as well as a forum for a constructive exchange of opinions.
